Over the past three decades, Shenzhen has witnessed exponential population growth lead by its rapid economic development. The activity spaces for local communities are gradually constricted whilst the growing conflicts between the increasingly crowded living environment and people’sdemand for high-quality living conditions have become more pronounced.
在常住人口达 50 万、面积仅 11.64平方公里的布吉街道,场地周边 1km 范围的人口密度高达千人 / 平方公里;区域内 人均绿地仅 0.4平方米,远低于国家 10.0平方米/ 人标准。在土地资源有限的情况下,如何有效提升居民活动空间、实现生态可 持续发展,成为亟需解决的问题。
In Buji Subdistrict, with a permanent population of over 500,000 sharing an area covering only 11.64 square kilometers, the population density within a one-kilometer radius around the site has exceeded 1000 people per square kilometer, leading to a green space per capita of only 0.4 square meter within the area, which is far below the national standard of 10.0 square meters per person. Under the condition where land resources are inherently constrained, devising strategies to efficiently improve public recreational spaces while ensuring the development of ecology and sustainability represents a pressing challenge that requires immediate attention and resolution.
场地位于深圳市龙岗区布吉水质净化厂上盖区域,占地面积约 12343.6 ㎡。为解决净水厂的邻避效应问题,设计团 队以水教育为主题,释放原本封闭的城市灰空间,为当地居民提供了亟需的开放性社区空间。
Located in the area overdecking the Buji Water Purification Plant in Shenzhen Longgang District, the site occupies an area of approximately 12343.6 square meters. To mitigate the local resistance of Not-in-My-Backyard (NIMBY) phenomenon concerning the purification plant, the design team has adopted water-centric educational initiatives as the central theme, unlocking the previously enclosed urban grey zones and thus providing the local residents with much-needed open community spaces.
拥抱高密度城市,拓展空中城市公共空间
Embrace high-density urbanity by expanding public spaces within the vertical cityscapes
随着城市密度的骤增,有效激活城市灰空间成为必要。项目为在空中扩展公共空间,将上盖空中平台与周边社区相 连接,增设通道解决场地与道路显著高差,保障了居民无障碍访问。同时,利用场地的开放性景观资源,减少人们的密 集感和压迫感,提升公园对周边社区的吸引力。
With the dramatic increase in urban density, it becomes imperative to effectively activate and utilize urban gray space. Buji Water Park aims to expand public spaces upwards by integrating an overhead platform to interconnect the surrounding neighborhood, establishing additional access routes to bridge the significant differences in elevation between the site and its adjacent roads, ensuring barrier-free accessibility for the local. In the meantime, by utilizing the site’sopen landscape resources, the design reduces people’s sense of congestion and claustrophobia, elevating the park’s appeal to its neighboring communities.
通过细致的日照分析,项目策略性地在场地南侧布置了水生植物园和科普广场等休闲区域,并种植了适应阴湿环境 的植被。光照充足的北侧,规划更多动态活动空间,并恰当增加遮阴设施,以保障光照与遮阴的良好比例,提升了场地 的使用舒适度。
Through careful sunlight analysis, the project strategically positions leisure areas such as an aquatic plant garden and a science education plaza on the south side of the site, complemented by vegetation adapted to moist shade conditions. On the sunnier north side, a greater number of dynamic activity spaces are laid out, with appropriate additions of shading facilities to ensure a good balance between sunlight and shade, boosting the overcall comfort level of the site for users.
屋顶花园,化“邻避”为“邻利”的空间补偿
Roof Gardens: a spatial compensation strategy that transforms “Not-In-My-Backyard” concerns into ” Yes-In-My- Backyard” amenities
新建的布吉水质净化厂应用行业最先进的处理技术。水处理过程中产生的污染,达到国家排放标准后无害化排放。 考虑到水质利用产生的邻避效应问题,前期方案将水源巧妙地引入场地,使绿地与水厂产生有机联系。同时结合场地自身特点,雨水花园和人工湿地等景观策略模拟自然水循环过程,形成水质自然净化的水生态流线。
The newly constructed Buji Water Purification Plant employs the industry’s most advanced treatment technology. During the water treatment process, generated pollutants are treated to meet national discharge standards before the final non-hazardous discharge. In anticipation of potential NIMBY (Not-In-My-Backyard) effects arising from the water quality management process, the preliminary design ingeniously introduces water sources into the site, forging an organic connection between green spaces and the water treatment facility. Additionally, by capitalizing on the site’s unique characteristics, landscape strategies such as rain gardens and artificial wetlands simulate the natural water cycle process, forming a self-purifying water ecological flow that fosters natural water cleansing processes.
水教育也成为公园设计的一部分,通过水循环及污水处理的科普标识,展示先进的环保技术和生态保护理念,也为 周边学校提供了丰富的生态环保教育资源。林间绿地、湿地等形成“开放- 半开放 – 私密空间”的序列,层层渗透绿意,形成可达性强、通透性好的开放空间。 “绿岛+ 竹塘”的巧妙设计,营造丰富的景观效果,为周边居民提供了一个亲近自然、功能丰富的公共空间。
Water-themed education is also an integral part of the park design, showcasing advanced environmental protection technologies and conservation philosophies through informative displays on the knowledge focused on the water cycle and wastewater treatment processes. This not only educates visitors about cutting-edge eco-friendly practices but also provides a rich source of ecological and environmental learning resources for neighboring schools. Woodland green spaces and wetlands form a sequence of “open – semi-open -private spaces”, permeated with layers of greenery, creating open spaces that are highly accessible and well-ventilated. The clever design of “green islands + bamboo ponds” enriches the park’slandscape, providing surrounding residents with a close-to-nature and functionally versatile public space.
通过空间优化以及教育科普,布吉思清公园有效缓解了公众的邻避焦虑。从“邻避”到“邻利”的空间升级,从根 本上转变了周边居民和邻避设施之间的利益关系模式,形成多元化互惠共享的空间补偿形式。
Through spatial optimization and educational outreach, Buji Water Park efficaciously eases the public’sNIMBY anxiety. The successful transition in spatial upgrading from NIMBY to YIMBY fundamentally transforms the relationship pattern between its surrounding residents and the facilities that were once poorly received, creating a spatial compensation model of diversified mutual benefit.

Multifaceted aquatic ecological measures creates breathable green spaces
本项目秉承韧性城市建设理念,通过透水砖铺装、植草沟、雨水花园等多元水生态管理措施,有效促进雨水的渗透 和调蓄,减少路面积水。同时,人工湿地和调蓄池等设施,提升雨水的净化、利用效率,为绿地灌溉提供水源,实现雨 水资源的高效管理。在人工湿地植物配置中,精选观赏和净化功能兼备的水生植物,构建生态多样性的湿地环境。
Buji Water Park adheres to the philosophy of resilient urban development through employing a range of water ecological management strategies such as permeable paving, grassed swales and rain gardens to vigorously promote rainwater infiltration and storage on site, reducing the issues caused by road surface waterlogging. Meanwhile, facilities including artificial wetlands and storage tanks enhance the purification and utilization efficiency of rainwater that achieves efficient management of rainwater resources, offering a water source for green space irrigation. In the configuration of plants in artificial wetland design, aquatic flora with both ornamental and purifying functions are scrupulously selected to structure a wetland environment of ecological diversity.

As a park project built atop a sewage treatment plant, Buji Water Park, with its unique geographical location and environmental conditions, is dedicated to alleviating the demand for parks and green spaces in the urban status quo of high density. This project not only transforms the “Not-In-My-Backyard”sentiment into a neighborly benefit while endowing the site with new vitality and multifunctional values, it also significantly promotes the quality of the surrounding environment and the quality of everyday living for the local dwellers, which contributes to the brand new image of the eastern gateway to Shenzhen.
