杨梅坑位于深圳大鹏新区南澳办事处,前接杨梅村面朝大亚湾,背靠大鹏半岛国家地质公园,为深圳的最东端。东 部海堤重建工程(三期)· 杨梅坑段处于生态保护区和一级海洋保护区之间,内海为珊瑚礁保育区,拥有连续独特礁石 自然岸线,同时也是生态敏感区。
Situated within the Nan’ao Subdistrict of Dapeng New District in Shenzhen, Yangmeikeng faces Daya Bay with Yangmei Village to the front and backs onto Dapeng Peninsula National Geopark, marking the easternmost point of Shenzhen. The Yangmeikeng Section of East Sea Dike Renovation Project (Phase III) lies between an ecological reserve and a Class I marine protected area. Boasting a unique shoreline of continuous rocky reefs, the inner sea constitutes a coral reef conservation area, which is also identified as an ecologically sensitive zone.
深圳大鹏新区拥有133.22公里的海岸线和诸多优美的自然资源,沿海岸线是当地居民重要的生产生活基地之一,生态休闲旅游是当地的支柱产业。
由于海堤未系统整治、沿海岸线道路不畅、管理设施缺乏等问题,杨梅坑岸线区域土地使用低效、岸线开放度不足, 加之区域海堤防御功能低下、潮灾频发,其“脏、乱、差”的问题一直难以有效改善。
Shenzhen Dapeng New District features 133.22 kilometers of coastline endowed with exquisite natural resources, along which is one of the vital production and living bases for local residents, with eco-eisure tourism forming the cornerstone industry.
However, due to issues such as the lack of systematic renovation of the sea dikes, inadequate coastal road accessibility and insufficient management facilities coupled with deficient shoreline openness, the land use efficiency along the Yangmeikeng shoreline area remains low. Additionally, the subpar seawall defense capabilities and frequent tidal disasters also aggravate the persistent challenges of unsanitary, disorganized, and deteriorating conditions that have been difficult to effectively rectify.

“Survival” beyond the coastline and landscapes
2018 年 9 月 16 日,台风“山竹”席卷而过,大鹏片区的海岸线遭受毁灭性破坏,其中鹿嘴大道防护墙、车道被严重破坏,严重威胁了当地居民和游客的生命、财产安全。尽快修复海堤结构、提升周边景观与海岸线建设、进一步提高抵御未来灾害的能力,成为杨梅坑区域急需解决的问题。
On September 16, 2018, Typhoon “Mangkhut” swept through the region, causing devastating damage to the coastline of Dapeng area, notably the severe destruction of protective walls and lanes of Luzui Boulevard, posing a serious threat to the safety of local residents and tourists. Prompt restoration of the seawall structures, enhancement of surrounding landscapes and coastal developments, and further improvement of resilience against future disasters have become urgent issues to be addressed in the Yangmeikeng area.
为预防频发极端天气与自然灾害、促进经济可持续发展,东部海堤重建工程(三期)应运而生。项目横跨大鹏新区葵涌、大鹏和南澳三大办事处,涉及约 15.657 公里海岸线,新建海堤长度约 13.8 公里,新建栈道长度约 1.9 公里。建设内容包括沙鱼涌段、官湖东段、月亮湾东段、杨梅坑段、东山海、鹏城东段六段海堤的堤防、景观及配套工程,打造防潮标准 200 年一遇、堤防级别为 1 级的生态海堤防护系统。
In order to prevent recurrent extreme weather and natural disasters, and to promote sustainable economic development, the East Sea Dike Renovation Project (Phase III) was conceived. Spanning across the three major subdistricts of Kuichong, Dapeng and Nan’ao in Dapeng New District, the project covers approximately 15.657 kilometers of coastline. It entails the construction of new sea walls stretching about 13.8 kilometers and a new boardwalk spanning around 1.9 kilometers. It encompasses six sections of sea walls, landscaping and supporting facilities, including Shayuchong, Guanhu East, Moon Bay East, Yangmeikeng, Dongshan and Pengcheng East sections, aiming to create an ecological seawall protection system capable of withstanding the once-in-200-year floods with a defense level of Grade 1.

项目以“三重海堤·生态防护”为设计原则,结合当地历史文脉、自然生态与经济发展,构建多层级可持续的韧性海堤防护系统,重建大鹏半岛海岸线。
第一重“外堤”— 外防线亲水系统:为沙滩花园、亲水平台广场、破浪池等重要亲水空间节点。
第二重“中堤”— 堤坝系统:为主要滨海步道空间,是堤坝防护的核心和主要滨海游览路径,纵向串联整个滨海区域;
第三重“内堤”— 堤坝后防线公共空间系统:结合雨水花园的生态景观,同时具有有助排水功能;
The project adopts the principle of “3-tiered Dike & Eco-Protection,” intertwining local historical context, natural ecology and economic development to construct a multi-leveled sustainable resilient seawall protection system, thereby rejuvenating the coastline of Dapeng Peninsula.
The first tier, the “Outer Dike,” comprises a seafront system featuring key waterfront spaces such as beach gardens, waterside plaza platforms and wave-breaking pools.
The second tier, the “Middle Dike,” consists of the embankment system, serving as the primary seaside promenade space and the core defense and main coastal touring route, connecting the entire coastal region lengthways.
The third tier, the “Inner Dike,” incorporates a public space system behind the embankment line, integrating ecological landscapes of rainwater gardens while facilitating drainage functions.
在传统工程技术基础上,项目综合水安全、低影响开发、海绵城市、雨洪管理、气候变化、生物多样性等生态策略,系统性解决海岸线的防潮安全、生态环境等问题。多功能滨海线性公共空间,彻底打开滨海空间界面,连接城区与沿海岸线,激发并释放不同海岸区的生态、经济、人文的增长潜力。
Building upon traditional engineering techniques, the project systematically addresses coastal flood safety and environmental issues by adopting a combination of ecological strategies, including the focus on water security, low-impact development, sponge city principles, stormwater management, climate change adaptation and biodiversity conservation. The multifunctional linear public space along the coast fully opens up the interface between the city and the coast, unlocking and unleashing the growth potential of various coastal zones in terms of ecology, economy and culture.
项目建成后将大大提升大鹏新区的防潮能力,有效保障大鹏新区人民群众的生命财产安全和正常生产生活,减少台风洪水等极端天气变化对生态环境的破坏,为大鹏新区的社会和经济增长创造弹性框架,促进健康、可持续、繁荣的城市发展。
Upon completion, the project will significantly enhance the coastal flood resilience of Dapeng New District, effectively safeguarding the lives, properties, and normal production and living of its residents. It will also mitigate the damages to the ecological environment caused by extreme weather changes including typhoons and floods, creating a flexible framework for social and economic growth in Dapeng New District that promotes healthy, sustainable and prosperous urban development.

“Return” beyond coastlines and reefs
杨梅坑段共分为示范段、村落段、鹿嘴大道段三个部分。
The Yangmeikeng Section is divided into three parts: Demonstration Section, Village Section and Luzui Boulevard Section.
示范段 & 村庄段:杨梅坑的示范段和村落段,堤坝利用错落的地形布局,呈现出更丰富的空间功能。多个“雨洪花园”组成的内堤系统形成开放的社区活动空间,高大茂盛的树木形成遮蔽,为游人提供休憩空间;中堤外部以沙色混凝土挡墙为主,局部呈现高低错落的扶手式结构;内侧则以双层花岗岩整石,达到所需的防护高度的同时,划分堤后防护空间与主体空间,阻挡海浪入侵的同时形成移步异景的视觉观感;外堤以沙滩柔性连接海洋,为人们提供的丰富的活动场地,与海洋亲密接触。
Demonstration Section & Village Section: In the Demonstration Section and Village Section of Yangmeikeng, the seawall takes advantage of the undulating terrain, presenting a more diverse range of spatial functions. The Inner Dike system composed of multiple “rainwater gardens” forms open community activity spaces, with tall, lush trees providing shade and resting areas for visitors. The outer portion of the Middle Dike is primarily composed of sand-colored concrete retaining walls, featuring staggered handrail structures of varying heights. Inside, double-layer granite stones are used to achieve the required protection height, simultaneously dividing the space behind the embankment from the main area and presenting a visually dynamic experience as one moves along while blocking the waves. Softly connected to the ocean with sandy beaches, the Outer Dike offers a rich array of activity venues for close interaction with the sea.
鹿嘴大道段:鹿嘴大道改造前的海堤为直立式浆砌石挡墙,堤前是极有特色的景观礁石滩,但仍有众多问题:旧海堤部分挡墙年久失修,局部倒塌,墙脚淘涮严重;道路缺少人车分流设施和安全防护栏,存在很大的安全隐患;沿路景观较为单一,缺少标识和服务设施配套,夜间照明缺失。
Luzui Boulevard Section: Prior to the renovation, the seawall of Luzui Boulevard were upright masonry retaining walls of mortar and rubble, with a distinctive landscape of rocky reefs in front. However, numerous issues persisted: parts of the old seawall were aged and poorly maintained, with collapsed segments and significant erosion at the base of the walls; the road lacked dedicated facilities for pedestrian and vehicular separation with no safety barriers, posing significant safety hazards; the roadside landscape was relatively plain, with insufficient signage and supporting services, as well as a lack of night-time lighting.
团队在现有原生态礁石滩的基础上,对海堤进行修复与加固,并在原有基础上提高亲水体验,使水岸利用更加灵活,创造多层次的活动空间。鹿嘴大道更加强调慢行系统及线性游憩,机动车道在此处被缩减。在保证车辆通行的条件下实现路面共享,人行空间得到保障。
Building upon the existing native rocky beaches, the design team restored and reinforced the seawall while enhancing the waterfront experience, making the shoreline more adaptable, thus creating multi-level activity spaces. Luzui Boulevard emphasizes a slow traffic system and linear recreation, with reduced vehicular lanes around this location. Road sharing is achieved while ensuring vehicle passage, safeguarding the space for pedestrians.
鹿嘴大道在原有海堤基础上,共设 8 个海堤入口,每个入口设置无障碍设施提供便利,实现亲海礁石滩、慢行步道与海堤公路灵活切换。为进一步保育周围的生态环境,海堤一侧种植木麻黄、血桐等耐盐碱乔木,防风固沙,形成绿色防护;山体一侧保留现状乔木,增加肾蕨、桃金娘、勒杜鹃等乡土地被,涵养水源,减少水土流失。曾经被冲垮的鹿角湾,进行修缮和贴面恢复,保留原有记忆点,且更安全、舒适,可供乘凉、休憩、打卡。
Based on the original seawall, eight entrances are provided along Luzui Boulevard, each equipped with barrier-free facilities for easy access, allowing flexible transitions between the rocky beaches, pedestrian pathways and the seawall road. To further conserve the surrounding ecological environment, salt-tolerant trees such as coastal she-oaks and elephant’s ears are planted on one side of the seawall to wind-breaking and sand-fixing, forming a green protective barrier. On the mountain-side, existing trees are joined with native species such as narrow swordferns, rose myrtles and paperflowers to both conserve water and reduce soil erosion. The once-destroyed Lujiao Bay underwent repairs and revetment restoration, preserving its original character while making it safer and more comfortable for leisure, rest, and photo opportunities.

With the advancement of the East Sea Dike Renovation Project (Phase III), the construction in the Yangmeikeng Section has begun to take shape, exerting profound effects on the local tourism industry. As tourism flourishes, surrounding shops, restaurants and guesthouses are undergoing renovations, transforming the village anew. The uplift of the tourism industry not only enriches the quality of life for local residents but also provides an attractive destination for more tourists. Over the past three years, the land rejuvenated by the seawall reconstruction has not only regained vitality but has become an ideal locale where natural beauty and historical humanities converge.
